The Oversight Project has uncovered documents from a “secret agreement” between 22 Democrat-led states who were plotting their plans to resist President Donald Trump’s agenda, especially on the issue of illegal immigration.
Instead of focusing on helping the people of their states, or the American people as a whole, these Democrats were focused on one thing: making it impossible for Trump to carry out the will of the voters.
This “secret agreement” was created just three days after Trump’s landslide presidential election victory, and focuses on “developing potential litigation” through sharing information and documents between states in order to stop Trump from “ending or curtailing birthright citizenship” — an issue that he has already signed an executive order on, though it is currently blocked pending litigation.
The Heritage Foundation’s Oversight Project issued a statement about the discovery.
“We have obtained a secret agreement between 22 blue states, DC, and San Francisco, signed beginning on November 8, 2024,” the statement read. “This agreement, just 3 days after President Trump’s landslide election win, shows that these resistance actors began, as a matter of absolute urgent top priority, plotting their resistance to President Trump’s anticipated actions to end birthright citizenship.”
This agreement — which was obtained via Freedom of Information Act (FOIA) requests and other avenues to force government transparency — states: “The Parties have agreed that they have a common interest in developing potential litigation to challenge executive action related to ending or curtailing birthright citizenship (the ‘Common Interest Matter’).”
The document goes on to outline how the 22 Democrat-led states, along with Washington, D.C., and San Francisco, would interact to push forward their efforts to counter the democratically-elected president and stop the will of the voters from being carried out.
“The Parties agree to share information, documents, and communications for the purpose of advancing their common interest, including but not limited to potentially filing complaints, dispositive motions, and briefs and commenting on draft filings, to keep such information and materials confidential, and to protect any privileges attaching to such information and materials to the extent authorized by law,” the agreement reads. “The Parties also agree that the sharing of information, both written and oral, among each Party’s staff, management, consultants,
experts, counsel, and all of their agents will further their common objectives.”

Responding to the shocking agreement, the Oversight Project highlighted the fact that Democrats are trying to increase their own power to the detriment of the American people’s desires, as Trump clearly won a massive Electoral College victory and a substantial popular vote victory. Virtually every action that Trump has taken thus far as president was specifically highlighted during his campaign — meaning that the voters approved of his agenda, and any efforts to stop that agenda are effectively efforts to subvert the will of the people.
“Despite the mandate from the American People to end the border crisis and return immigration enforcement to the United States, politicians instead acted to frantically preserve their perceived political gains of the Biden Border Crisis,” the Oversight Project explained in a post on X, sharing an image of the Democrats’ agreement.
“Their top priority was not gas, groceries, public safety, or any other matter of concerns of their citizen constituents, but instead a raw political calculus to ensure that the future children of the illegal aliens that entered during the Biden Border Crisis could turn into voters,” the post continued. “Instead of trying to win back American voters, they seek to create new ones to replace them on the back of the worst border crisis in American history.”
