Sen. Ted Cruz (R-TX) has accused the Biden administration of funneling hundreds of millions of dollars to Hamas via the U.S. Agency for International Development (USAID).
Cruz made the remarks in a post to X on February 6, sharing and commenting on a Daily Caller article reporting that, under former President Joe Biden’s leadership, over $1.3 billion in U.S. taxpayer funds was sent to aid groups that sponsor or commit terrorism.

“USAID secretly poured uncountable hundreds of millions of dollars toward Hamas, including tens of millions of cash they could never account for. Throughout the Biden admin, they knew the money they were pouring into Gaza would benefit Hamas. They did it anyway,” the Texas senator wrote.

This news comes as USAID has become the biggest target for President Donald Trump’s administration, especially the Department of Government Efficiency (DOGE), because of the obvious corruption, waste, and fraud within the agency. The White House has even confirmed that funding from USAID was being used to benefit the Taliban’s opium fields.
According to a February 3 White House press release titled “At USAID, Waste and Abuse Runs Deep,” the agency’s “pet projects of entrenched bureaucrats” included hundreds of millions of dollars to fund “irrigation canals, farming equipment, and even fertilizer used to support the unprecedented poppy cultivation and heroin production in Afghanistan.”
The report also highlighted millions of dollars from USAID sent to EcoHealth Alliance, which was found to have been involved in the biolab in Wuhan, China, from which COVID leaked.
Meanwhile, the Daily Caller’s report highlighted documents confirming that Biden’s USAID programs funneled taxpayer dollars into a network of terrorism in the Muslim world, prompting national security experts to call for the Trump administration to stop the flow.
“We should not be putting money into any country or areas where a terrorist group remains in control,” Bill Roggio, senior fellow at the Foundation for Defense of Democracies, told the outlet.
“Aid, like money, is fungible,” he added. “It winds up propping up these groups. It allows them to use … whatever money they have to invest into their terrorist activities.”
