Unless House Minority Leader Kevin McCarthy (R-CA) makes a deal, he is never going to be Speaker of the House.
There is a small contingent of GOP House members that will not support him unless he meets their demands.
For that reason, sources inside the party are telling Rep. Steve Scalise, who serves as the minority whip, to be prepared as an alternative to McCarthy.
Meet Our Demands
Believe it or not, I am all for this resistance to McCarthy.
The Freedom Caucus has some demands that I think should be met.
However, if he chooses to ignore them, McCarthy will not be made Speaker unless he makes a deal with Democrats.
Considering the narrow margin the GOP has in the House, that would be a very risky move if McCarthy wants to get any legislation passed.
The problem in picking Scalise, however, is that he supports McCarthy…
In 16 days House Republicans will take the Majority and we'll finally replace Speaker Nancy Pelosi with Speaker Kevin McCarthy.

One of the most prominent voices against McCarthy is Rep. Andy Biggs (R-AZ), who stated, “I think the country wants a different direction from the House of Representatives.
“It’s a new world, and, yes, I’m going to be nominated for the position of Speaker of the House.”
Biggs does not have the support to win, but he does have the support to block McCarthy.
