In 2021, Jin Shanlin pleaded guilty to child pornography charges after law enforcement uncovered at least 47,000 files of child sexual abuse images on his computer, with police stating that the material included “videos involving infants and toddlers.” Shanlin was sentenced to 97 months in prison with five years of supervised release, though he barely served a fraction of that sentence thanks to Biden.

Despite these horrific charges and Shanlin admitting to possessing the images, Biden decided to commute his sentence on November 22 — though the news was not publicized until this week. Reports indicate that Shanlin’s release was part of a prisoner swap between the U.S. and China, as Shanlin was reportedly “connected to influential members of the Communist Party in China,” according to testimony during his trial from an FBI agent.
There were two other Chinese nationals released as part of this prisoner swap — Xu Yanjun and Ji Chaoqun — both of whom were convicted of espionage. Ji was sentenced to eight years in prison after being caught trying to steal defense technology for China’s state department, and Xu was arrested as his co-conspirator.
After Shanlin was released, Chinese foreign ministry representative Mao Ning issued a statement that read: “This once again demonstrates that China will never abandon its compatriots under any circumstances, and the motherland will always be their strong support.”
These commutations came as part of what the White House deemed the “largest single-day grant of clemency” in U.S. history, where Biden issued 39 pardons and commuted the sentences of 1,500 prisoners.
The Biden administration announced: “President Biden announced that he is granting clemency to nearly 1,500 Americans – the most ever in a single day – who have shown successful rehabilitation and a strong commitment to making their communities safer.”
“The President is commuting the sentences of close to 1,500 individuals who were placed on home confinement during the COVID-19 pandemic and who have successfully reintegrated into their families and communities. He is also pardoning 39 individuals who were convicted of non-violent crimes. These actions represent the largest single-day grant of clemency in modern history,” the press release continued.
Despite the massive number of commutations and pardons, Biden’s most controversial pardon — other than Shanlin’s — was the blanket pardon for his son, Hunter Biden, which covered all federal crimes he “may have committed or taken part in during the period from January 1, 2014 through December 1, 2024.”
