Russia has done it again.
Another massive salvo of missiles was launched at a Ukrainian civilian target.
This time it was an apartment building where some 1,700 people are estimated to live.

As of this report, 23 people were killed after a Russian missile struck an apartment building in Dnipro, Ukraine.
The number is likely to be much higher when all is said and done.
So far, 35 people are missing, 79 injured, and 39 rescued.
Oleh Kushniruk, a deputy director of the regional branch of Ukraine’s State Emergency Service, added, “Two rooms on the second floor remain practically intact but buried.”
The Russian Defense Ministry added, “All designated targets have been hit.
“The goal of the attack has been achieved.”
So, clearly, the apartment building was an intended target, a structure of no military significance at all.
