Her body was found, mutilated, and bound with tape in a suitcase with the numbers 1 and 0 placed on her corpse.

Authorities are trying to figure out what the clues mean, hoping it is not the 10th victim of this maniac.
The girl’s father is a caretaker at the building where the girl was found.
He provided police with footage to surveillance video from the building’s security cameras.
The girl appears with a woman who appears to be in her 20s in the footage.
The body was found in the basement, her neck slashed, and her feet and hands bound with tape, having apparently died from asphyxiation.
In addition to the numbers, the killer left some sort of “device” on the child.
Authorities continue to investigate the case.
